For this paper, you are asked to write a 5 page response to the question below. Your paper should be double-spaced with 12 point font. Do NOT use a cover page. Just put your name, date and the class at the top of the page. You must use references. I prefer APA style format but you can also just use footnotes. Whatever your choice, I want to see that you have incorporated readings and lectures into your document. If you use an Endnotes page, it does not count toward the page requirement. Assignment: Read the article below. Based on class readings, lectures, a little outside research (though this is not required) and your own intuition, tell me how the early days of public education, the defacto welfare state, periods of decentralization and centralization, and inequality have contributed to the issues raised in the article. Also, as a potential policy-maker, identify any challenges that exist with trying to create equity for rural schools in todays political/policy environment.
