Assignment 2- Policy Evaluation and Analysis
This assignment you will consider a current policy and evaluate its effectiveness as well as consider two potential policy solutions for its improvement or replacement. You will consider the Rationalist and Post-Positivist Approach as discussed in Chapter 6 by Smith and Larimer.
This assignment should be 6-8 pages. [References and cover page are not included as part of this number.] As an academic assignment, refrain from the use of jargon or colloquial language. Remember to spell out acronyms as you cannot assume your reader has a health care background. Be extremely cautious to ensure your statements, facts, and figures are supported with current and original citations. [Consider the year of the data and if more current information has been released.] For this assignment, you will consider two policy solutions [or alternatives] to your policy topic and evaluate them to select the most “moveable” solution [the one that would likely “move” in government]. Smith and Larimer discuss the Rationalist and Post-Positivist Approach [Chapter 6].
The Rationalist model considers a series of questions [outlined on page 120] and the Post-Positivist method is more socially constructed using participatory policy analysis [outlined on page 134]. While it is recommended you use the rationalist approach, you can use the post-positivist approach where you would need to engage with the public for their thoughts to construct your argument. Please let me know if you choose this method and we will discuss the scope.
Using the Rationalist Approach, you will have already defined the problem in assignment one.
Therefore, you will be answering questions 2-5 [page 120].
Identify Alternative Courses of Action. As noted, select two. Share where you identified these solutions [where they presented by a think tank, the government, a national professional organization], outline what they would do [what legislation, statute, regulation, or government program they would change], identify known bodies that support them [members
of Congress, professional societies, federal agencies]

The two bills that will be considered here can be found in congress.gov .The H.R.959-Black Maternal Health Momnibus Act of 2021is the one that I introduced in assignment 1 and now we will compare and contrast with the H.R.1212-Kira Johnson Act, state what both bills are proposing. Form the problem in the context of the solution. Have to state in the end why we decided on one bill over the other. Most of the information will be regurgitated from the bills proposal and solutions.
